The Packet User's Notebook was first copyrighted (c) in 1985 as the NewsLetter of the Georgia Amateur Radio Digital Society (GARDS), and in August of 1986, it was expanded to the "Packet User's Notebook column in CQ Magazine, authored by Buck Rogers K4ABT.

Another handbook is (c) as "PROJECTS,"   the Packet Radio Operator's Journal of Electronic Communication Technologies" or "PROJECTs" and is devoted exclusively to Packet Radio.

PROJECT's primary goals are:

      • To inform Packet Radio operator's, system node operator's and Packet Radio users about the many applications for Packet Radio;
      • To encourage broader understanding of Packet Radio through Amateur Radio and related organizations;
      • To assist the new SNO in developing faster and more efficient Packet Radio Networks;
      • To provide a forum through which Packet Radio Operator's may communicate, share ideas, and learn from each other;
      • To generate interest among all System Node Operator's and Packet Radio users;
      • To develop new and better uses and applications of Packet Radio for a high-speed RF medium Amateur Radio internet; and
      • To fulfill a need for a seamless nationwide emergency and disaster communications network.
